If you are a first-time homebuyer in the greater Charlotte area, you already know the biggest hurdle isn't finding a house you like on Zillow—it’s saving the lump sum of cash needed to close the deal.
Between inflation and rent prices, saving $10,000 to $30,000 for a down payment and closing costs feels impossible for many.
But here is the secret that many Charlotte-area buyers miss: Your biggest financial ally might just be across the state line.
Because our metro area straddles the North Carolina and South Carolina border, you have a unique opportunity to "shop" state-level assistance programs. The difference between buying a home in Pineville, NC, versus Fort Mill, SC, isn't just the commute—it could be a difference of thousands of dollars in downpayment assistance toward your purchase.
As a Realtor licensed in both NC and SC, I help clients navigate this "border battle" every day. Here is a breakdown of the NC Housing Finance Agency vs. SC Housing, and why you need to look at both.
The Players: NCHFA vs. SC Housing
These aren't lenders. You don't go to a bank called "SC Housing." These are state agencies that partner with approved private lenders to offer special loan products, grants, and down payment assistance (DPA) to help make housing affordable.
Their goal is to get you into a house. Your goal is to use their funds to keep your savings in your pocket.
While programs change frequently based on funding, here is the general philosophy of how the two states compare right now.
North Carolina Housing Finance Agency (NCHFA)
If you are looking in Charlotte, Matthews, Huntersville, or Gastonia, NCHFA is your go-to.
The Vibe: North Carolina’s programs often focus on significant down payment help that is forgiven over a longer period of time, plus a powerful tax credit tool.
Key Offerings to Know:
The Big Assist (NC 1st Home Advantage): This is often the most popular program. It currently offers up to $15,000 in down payment and closing cost assistance.
The Catch: It’s usually structured as a 0% interest, deferred second mortgage. You don’t make payments on it. If you stay in the home for years (usually 15), it is completely forgiven. If you sell before then, you have to pay a prorated portion back from the sale proceeds. Read more about the NC 1st Home Advantage and your eligibility here.
SC Housing (South Carolina)
If you are eyeing Rock Hill, Fort Mill, Tega Cay, or Clover, you need to look at SC Housing.
The Vibe: South Carolina often focuses on competitive interest rates combined with assistance that may be forgiven faster, or specific programs for public servants.
Key Offerings to Know:
Forgivable Down Payment Assistance: SC Housing frequently offers programs that provide a lump sum for the down payment (amounts vary based on the loan type).
The Catch: Depending on the specific program version available at the time, some of these loans are forgiven over a much shorter period (sometimes as short as 3–5 years) if you remain in the home. For more information and eligibility requirements, click here.
Palmetto Heroes: This is SC’s standout program. If you are a teacher, nurse, law enforcement officer, firefighter, veteran, or EMS personnel, you may qualify for reduced interest rates and special DPA. If you work in one of these fields, SC is practically rolling out the red carpet for you. There is a catch; funds are limited each year so be sure to partner with a lender who is well-versed and in the know so you are not late to the game.
The "Border Battle": Why You Need a Dual-State Guide
You might be thinking, "Okay, I'll just Google the income limits."
It's not that simple. The income limits to qualify for these programs vary not just by state, but by county and household size.
Furthermore, one state might have better funds available for FHA borrowers, while the other has better options for conventional borrowers.
Here is why working with a dual-licensed agent like Morgan Overcash matters:
I don't want you to leave money on the table.
When we sit down with you and your lender for a consultation, we look at your whole financial picture. The lender might look at your profile and realize:
You make slightly too much money for NC's best assistance program, but you fit perfectly into SC Housing’s guidelines.
Or, you are a teacher working in Charlotte. Even though you work in NC, buying a home just over the border in Rock Hill using the "Palmetto Heroes" program might offer you a better monthly payment and lower property taxes.
You may qualify for a different lending program altogether.
Stop Guessing and Start planning
The guidelines for these programs are dense, and they change without notice. Don't rule yourself out of homeownership until you have explored these options on both sides of the state line.
If you are currently renting in the Charlotte/Rock Hill area and think you need another two years to save a down payment, let's talk now. You might be closer than you think.
